On May 2, a preliminary list of demolished five-story buildings for voting was published on the portal of the Moscow government. This decision was made by Mayor Sergei Sobyanin.

The list includes 4,566 Khrushchevs from 85 districts of "old" Moscow and from 6 settlements of New Moscow. About 1 million people now live in them. At the same time, about 3 thousand five-story buildings from 40 districts of "old" Moscow and 15 settlements of New Moscow were not included in the voting list.

Voting at the posted addresses will begin on Monday, May 15, and will last until June 15 inclusive. That is, within one month, residents of the houses included in the list will be able to express their opinion for or against the demolition.

But for now, any resident can find out which Khrushchevs were on the list of potential houses for demolition. In the first hours after the addresses were published, there were so many applicants that the mos.ru portal could hardly withstand the influx of visitors. Now the page opens with delays or sometimes it is not available at all. Muscovites can see the full list on the Komsomolskaya Pravda website. State Duma Speaker Vyacheslav Volodin suggested waiting for the end of the address poll of Muscovites to find out what concerns they have. Everyone who was born in the USSR knows these typical houses. Brick and block five-story buildings will forever go down in the history of the country because of their distinctive features: small, and sometimes walk-through rooms, combined bathrooms, "cardboard" walls. Many of these houses were built after the war. The people were provided with housing, but the residents of such houses could only dream of comfort.

In Moscow, and in other large cities, entire districts were built up with five-story buildings. Against the backdrop of the houses of the new generation, they look, to put it mildly, miserable. Therefore, back in the 90s, the state decided to phase out all five-story buildings in Russian cities.

The capital has been dealing with this issue since 1998. The demolition of five-story buildings in Moscow in 2017 may become final stage this multi-year program.

Program "Housing"

Of course, it was impossible to implement this large-scale project even in one decade, so the demolition of five-story buildings in Moscow was carried out in stages. Now the dismantling is carried out in accordance with the state program "Housing", which initially included 1722 houses of the "demolished" series built in 1955-1969.

The program has been running since 2011 and is coming to an end: according to the latest data, 115 five-story buildings remain to be dismantled from the total number of houses.

According to Andrey Bochkarev, head of the Moscow Department of Construction, in 2016 it is planned to demolish another 98 houses of this period in the following metropolitan districts: Northern, Eastern, Southwestern and Northwestern. All houses in the Central, South-Eastern, Southern and Zelenograd districts have already been successfully dismantled.

78 out of 98 houses will be dismantled at the expense of the city budget, the sponsor will pay for the demolition of the remaining 20. The remaining houses will be demolished in 2017.

The second stage of the big deal

The demolition of five-story buildings in Moscow in 2017 represents the completion of the dismantling of houses of the “demolished” series and the beginning of the liquidation of the “unbearable” houses of the I-510, I-511, I-515, II-07, I-335, I-447 series. These are the same panel or brick Khrushchev houses, only newer: they were built in 1960-1975 of the last century.

Such houses are designed for longer operation and are not yet considered emergency. At one time, officials even planned to build additional floors above some of them, but the idea failed, and the houses received the status of “unbearable”.

However, as it turned out, the impossible is possible, the inedible is edible, and “unbearable” houses, if desired, are still subject to demolition. Also at this stage, it is planned to demolish low-rise buildings from 1 to 4 floors.

Where are the residents settled?

The demolition of five-story buildings in 2017 involves the mandatory resettlement of residents. IN Lately a very popular method of wave development, which is used in resettlement programs throughout the country. This method consists of several steps:

  • construction of a new house;
  • its settlement by the tenants of the old house;
  • demolition of an old house;
  • construction of another new house in its place.

There is a prerequisite: new housing is being built with all the infrastructure: schools, clinics, parking lots, utilities.

As practice shows, the method was highly appreciated by both the builders and the inhabitants of the five-story buildings themselves. And if there are those who are dissatisfied with the project, they can express their arguments at public hearings. There were many precedents when the authorities listened to the opinion of the residents and rejected a project that did not suit them.

By the way, in 2017, when the Housing program comes to an end, the Moscow administration plans to no longer finance the reconstruction of the old fund, placing this responsibility on private developers. As it will be in reality, we will wait and see.
