The reason was the behavior of Kidyaev’s employees, who presented themselves locally as employees of the presidential administration of the Russian Federation, although in reality they did not work there.

Member of the Presidium of the General Council of United Russia Viktor Kidyaev was sent on leave until voting day in connection with the scandal in Kaluga region, where political strategists associated with him were involved in putting pressure on election commissions. A source close to the party leadership told Znak.com about this.

Let us recall that on August 6, the PARNAS party announced that an employee of one of the city election commissions of the Kaluga region complained about pressure from people with the names Oganesyan and Kopylov. They pose as employees of the presidential administration and prohibit the registration of any opposition candidates, an election commission official said.

With the help of search engines, it was possible to establish that in fact these people were not employees of the administration. Oganesyan turned out to be the vice-governor of the Kaluga region for domestic policy Arseny Oganesyan, and Kopylov - political strategist Igor Kopylov, who works on orders from United Russia and is associated with Viktor Kidyaev. Sources in the party reported that Kopylov was also seen in Novosibirsk - this year the consultant was supposed to oversee potentially “problematic” regions for United Russia.

Previously, Kopylov was seen in the St. Petersburg campaign in 2014, where the gubernatorial elections and the elections of municipal deputies were held with scandals - opposition candidates were not allowed to register, as the election commissions changed their work schedule hourly and refused to provide information about their whereabouts. Kopylov is also remembered in the city of Kasimov, Ryazan region, where he threatened to beat observers.

“Kopylov no longer works with United Russia on any projects, and Kidyaev was sent on leave until voting day; he is prohibited from interfering in the election process,” explained a source close to the party’s leadership.

Let us note that the nomination process for regional elections this year is accompanied by serious scandals. The PARNAS party, in a coalition with the Democratic Choice party and supporters of oppositionist Alexei Navalny, decided to nominate candidates in four regions - Novosibirsk, Kaluga, Magadan and Kostroma regions. An alternative coalition represented by politicians Dmitry and Gennady Gudkov, Vladimir Ryzhkov, Andrei Nechaev and Maxim Kats decided to put forward lists in the Kaluga and Magadan regions. All lists everywhere were refused registration, and the meetings of the commissions were held in an unusual way. So, for example, in Novosibirsk region During the consideration of objections from PARNAS, which cited examples of numerous errors in the FMS database, an FMS employee tried to escape with a list of signature collectors. In the Kaluga region, the election commission generally refused to consider any objections from the Civil Initiative party; in Magadan, the candidate from PARNAS was accused of forging a signature that he had actually previously honestly collected for a video recording. And the GI of the election commission accused of non-payment of signature sheets from the election account, although in fact the payment took place. In the Kostroma region, the nomination turned into a drama: the head of the PARNAS election headquarters, Andrei Pivovarov, was arrested. He is accused of agreeing with a police officer to check signatures that Pivovarov found suspicious against the current police database.

Numerous complaints from the opposition are now with the Central Election Commission; they will be considered at a meeting on Wednesday.

Viktor Kidyaev, as a member of the presidium of the General Council of the United Russia party, was responsible for regional elections for several years (in fact, elections in each region have separate curators, but these are details). On the political sidelines it was believed that in the regions where Kidyaev is responsible for the elections, they are held according to the most severe scenario. It was also believed that around 2014 he was removed from overseeing the elections.

Sources close to United Russia say that Kidyaev and his team (and above all Kopylov) have a reputation as scandalous and tough people who go to problem regions to restore order, and that this year they have regained the sphere of election supervision.

“Kidyaev is an excellent administrator, a very professional person. When he works on a campaign in tandem with one of the other curators and is responsible for a certain segment, everything goes great. But, unfortunately, when he is left alone, he begins to get carried away and what happens is what happens,” explained the publication’s source close to the party leadership.

As an example of Kidyaev’s “passion”, he cited the story when he took the place of deputy head of the central executive committee of the party for some time.

“He began to restore order with an iron fist - for example, at 9 am he stood up at the entrance and recorded who came to work. I could schedule a meeting for 5-6 am. This is not always good for processes, so in the end they decided that he would focus on working in the State Duma, where his administrative talent would be in demand,” the interlocutor shared.

The source clarified that due to the removal, Kidyaev does not fall into disgrace and, very likely, will be included in the party list in the 2016 State Duma elections.

Another interlocutor of the publication notes that on the political sidelines in the last few years there has been active discussion of the apparatus struggle between Kidyaev’s conditional group and the entourage of the Secretary of the Presidium of the General Council Sergei Neverov for influence and control over the conduct of regional elections. Current events mean a serious strengthening of Neverov.

Experts emphasize that the story with Kidyaev demonstrates the strengthening of the internal party struggle in United Russia, and is also an indicative action and a lesson for others.

The head of the Political Expert Group, Konstantin Kalachev, reminds that United Russia is structured in such a way that there are no irreplaceable people in it.

“I think this is also for the edification of others. This is not the first time that someone introduces himself on behalf of the presidential administration, citing his connections among powerful of the world This, he trumps with big names. In order to avoid further attempts to hide behind Moscow, the AP, and the Kremlin, the punishment must be harsh,” Kalachev notes.

Political scientist Gleb Kuznetsov told Znak.com that in a closed system, traditionally intraspecific struggle is more cruel and aggressive than interspecific struggle.

“Elections are too serious a topic to fall on just one person. There will always be a conflict that turns into a fight at any moment. That is, the power and influence of the person who will be appointed to oversee this topic will always be limited by the hatred and aggression of other players,” says Kuznetsov.

At the general meeting of members of the All-Russian Congress of Municipalities on April 14, the chairman of the State Duma Committee on Federal Structure and Local Government Issues was unanimously elected as the new president of OKMO.

Kidyaev thanked his predecessor Stepan Kirichuk, who headed the Congress since the founding of the organization in 2006, for his work and said that he intends to increase the rich experience and traditions of the Congress. “For me, this position is not only an honorable duty, but also a direction to responsible work, and I am grateful to the members of the assembly for the high trust they have placed in me,” Kidyaev said.

He noted that the key direction of his work as president of OKMO is the search for possible measures to further improve standards federal laws and providing consulting assistance to regions and municipalities.

According to him, the council of municipalities of a constituent entity of the Russian Federation should become a real and actively working body of intermunicipal cooperation. “The Council has every opportunity to establish itself as an effective platform for expressing the interests of municipalities and exchanging best practices.
