Ruslan TAGIEV, the former head of Glavgosstroynadzor, has been appointed the new Minister of the Construction Complex of the Moscow Region.

Governor announced this on April 17 Andrey VOROBYOV. Previously, he held the position of head of the Ministry of Construction Maxim FOMIN, combining it with the post of Deputy Chairman of the Government of the Moscow Region. Now Fomin will continue to work as deputy chairman.

Commenting on the reshuffle, Governor Vorobyov expressed hope for a prompt solution to the problems:

Now we are appointing Ruslan Ragimovich Tagiev as Minister of the Construction Complex, a man who has long and conscientiously worked in the government of the Moscow Region.

Tagiyev is not a new person for the Ministry of Construction

Ruslan Tagiev was born on September 16, 1974 in the Leningrad Region. In 1996 he graduated from the St. Petersburg University of Economics and Finance, in 2006 - the Federal State educational institution higher vocational education"North-West Academy of Public Administration".

In 2012-2013, Tagiev served as First Deputy Minister of the Construction Complex, Housing and Communal Services of the Moscow Region. In November 2013, he became First Deputy Minister of the Construction Complex.

The official reason for the early termination of the powers of Sergei Pakhomov was the decision of the governor to combine the posts of deputy chairman of the government of the Moscow region and the minister of the construction complex. However, Maxim Fomin was engaged in combining only a few months - and now a new head of the Ministry of Construction has been appointed. The governor again divided the functions.

Should we expect changes in the work of the Ministry of Construction?

This ministry is one of the main culprits for the barbaric development of the Moscow region. For a long time, officials have issued new permits for the construction of high-rise buildings and commercial facilities, despite the catastrophic situation in the region. The result is that the once comfortable cities near Moscow are built up with faceless concrete boxes and shopping centers with a significant lack of social infrastructure facilities.

Andrey Vorobyov does not interfere with such activities, despite regular interviews about the inadmissibility of the "barbaric development" of the region. Should we expect positive changes after the arrival of Ruslan Tagiev, who previously had experience in the Ministry of Construction? Or will the Vorobyov government continue issuing new building permits, exacerbating an already critical state of affairs?

Two new Deputy Chairmen of the regional Government have been named today. Irina Vyacheslavovna Smirnova will be in charge of the financial and economic block, and Maxim Alexandrovich Fomin is now responsible for the entire construction complex. Personnel changes are aimed at solving a large array of tasks for the next year.

A project approach will be introduced in all areas - with clear deadlines, indicators and work for a visible result. The joint Ministry of Finance and Economy will become the main design office.

"Maxim Aleksandrovich Fomin is a person who has proven himself in organizing a trading system in the Moscow region. (...) I believe that Maxim Aleksandrovich coped with this task. Now there is a more serious challenge - this is a building block.

Accordingly, Maxim Alexandrovich will be appointed to the post of Deputy Prime Minister, will oversee the construction sector," A. Vorobyov said at a meeting of the government of the Moscow region.

On December 22, at the 12th meeting, the regional parliament agreed on the candidacy of Maxim Fomin for the position of Deputy Chairman of the Government of the Moscow Region. In his new post, he will be in charge of construction issues in the Moscow region.

Previously, Maxim Fomin established himself as Chairman of the Committee for Competition Policy of the region. He managed to optimize the organization of trading in the Moscow region and thereby achieve significant savings in budgetary funds. Thus, competitive purchases increased from 15% in 2014 to 73% in 2016. The total savings in the first half of 2016 alone amounted to 3.8%, i.е. 2.3 billion rubles.

Speaking to the deputies of the Moscow Regional Duma, Maxim Fomin said that “a lot of work has been done over the past 3 years, thanks to which about 17 billion rubles are annually saved on purchases in the Moscow Region. In addition, if earlier there were 2 bidders on average at the auction, now their number has increased to 4.”

Speaking about the plans, Fomin noted that the pace of construction in the Moscow region is one of the highest in the country, and it is necessary to establish systematic work in this area. “The governor has set the task to pay special attention to budget construction, solving the problems of deceived equity holders, resettlement from a dilapidated and emergency one,” he said.
