Now Igor Feoktistov, who, unlike his brother, went through the security line, works as the director of internal control at PJSC Federal Grid Company of the Unified Energy System. A curious detail demonstrating Putin's system of checks and balances: the chairman of the board of PJSC FGC UES is Andrey Murov, the son of the former long-term director of the FSO Evgenia Murova, whose resignation is associated with the development of "Sechin special forces".

While we were talking with Feoktistov's brother, and then with our neighbor Vera, who has known the twins since early childhood, someone was behind the general's fence. But then we did not know about it.

While serving in the Kalevala border detachment, Oleg Feoktistov became friends with a special forces soldier of the KGB military counterintelligence Sergei Shishin, who later became the head of the FSB CSS, and then the head of the FSB Economic Support Service. According to some reports, the reason for the resignations of the generals was a loud scandal related to the detention in November 2015 at Pulkovo airport of 35,000 contraband iPhones and iPads and 15,000 Lenovo A560 smartphones.

Searches and arrests of businessmen associated with the supply of contraband electronics began. And Feoktistov, instead of the expected promotion to the head of the whole person, was transferred to the office of seconded FSB officers. A month later, he ended up at Rosneft. He was the head of the oil company's security service for less than six months, but managed to visit with Igor Sechin at the opening of a monument to Hugo Chavez in Venezuela, at negotiations in Indonesia and Egypt.

And then there was a story with the arrest of Minister Ulyukaev.

The representative of VTB together with Feoktistov came to Putin and reported that Ulyukaev was hinting at some kind of bonus for the privatization of Bashneft, ”said the fighter of the “six”. - Putin avoided a direct answer - like decide for yourself. Then Sechin said that he takes full responsibility. And our general turned out to be extreme.

According to our sources, VTB also allocated $ 2 million from the cash desk to Sechin for an “operational experiment” on the minister. In practice, this happens like this: after the victims submit an application for extorting a bribe, an operational file is opened and the FSB (or the Ministry of Internal Affairs) officially applies to a "friendly" bank with a request to provide the necessary amount. It happens that criminals, having deceived operatives, leave with money, therefore, in such experiments, a “doll” is mainly used, partially stuffed with paper.

In the case of Ulyukaev, the dollars were real. The experiment was carried out by employees of the Directorate "K" (counterintelligence support of the credit and financial system) of the SEB FSB, which by that time had already been headed by Feoktistov's friend and subordinate in the "Sechin special forces", and then their leader Ivan Tkachev. As it became known from the materials of the Ulyukaev case, on November 1, in one of the offices on Lubyanka, $ 2 million in cash in bundles of hundred-dollar bills began to be rewritten, packaged in plastic bags and packed in a large brown bag. The surfaces of all items, including the handles of the bag, the lock and the wicker keychain, were treated with a special composition. It took almost two weeks to list 20,000 banknotes.

On March 7, 2017, the media reported about the departure of the seconded special officer from Rosneft. Meanwhile, the forthcoming resignation of General Fix was discussed at the end of February, when his name was not among the employees of the oil company presented for state awards. Over the years of service in the Chekist specialty, Oleg Feoktistov has made many enemies for himself on Staraya Square, his native Lubyanka, in the FSO, the Prosecutor General's Office and the Ministry of Internal Affairs. The information that Feoktistov is alive and well was confirmed by his neighbors.

Two years ago, celebrating his fiftieth birthday in a narrow circle, Oleg Feoktistov suddenly announced that when he retired, he would write his memoirs. A deathly silence hung over the table. The general smiled and continued, "Just make sure the family is safe first."

Rosreestr is engaged in registration of real estate and movable property. All transactions with the purchase / sale of real estate in Russia are subject to registration and take place through it. In other words, the importance of the department is extremely high. At the same time, the efficiency of work leaves much to be desired and the situation has not changed for many years. The scale of the problems in the department turned out to be such that they were noticed even at the very top. The first to vote was Valentina Matvienko, the current Speaker of the Federation Council of the Russian Federation. Back in 2015, she said: “It is imperative to pay for the registration of apartments, and depending on the region, prices vary from thousands to tens of thousands of rubles. Deputy Prime Minister Igor Shuvalov said that, in his opinion, "the activities of the department should be subjected to a serious investigation and carefully figure out what is happening there." Internal sources from the institution itself have repeatedly reported that the amount of embezzlement reaches tens of billions of rubles and cash flows from the regions go to Moscow, where they fall into the hands of the heads of the department. Officials serving in Rosreestr were repeatedly detained by law enforcement agencies for receiving huge amounts of cash.

The last high-profile case took place in Moscow in May of this year: one of the high-ranking employees of the Moscow administration was caught red-handed while receiving a bribe in the amount of 350 thousand US dollars. It is quite obvious that such incidents could hardly have happened without the knowledge of the higher authorities, who vigilantly monitor the "frills" of subordinates, and often manage them.

Now experts suggest that the money could pass "past" the leadership of the organization and fall into the hands of Mikhail Kosterov (detained official), adviser to the head of Rosreestvo Ivan Vasiliev, and then forwarded to the Ministry of Economic Development of the Russian Federation to their accomplices, whose names are unknown.

Taking into account the fact that corruption crimes among Rosreestr employees are being investigated in several parallel directions at once, which are conducted by several investigators, this is quite possible. It is quite obvious that all these schemes were covered up by someone "from above" and the investigation may also affect other departments. One of the main suspects is the FSB officer Medoev Marat Igorevich. It is too early to judge his guilt, but for reference it is worth saying a few words about this extraordinary personality. Medoev is known as the owner of a hot temper, who loves a luxurious life and expensive motorcycles and cars. He has a lot of powerful relatives and close friends who are in the power circles of our country.

It is quite possible that Medoev's primary task is not to protect the security of Russian citizens, but to protect his own capital and increase it. Usually, the organizers of corruption schemes prefer to keep everyone, including their subordinates, in a tight rein. The case of Vasiliev and Kosterov can only be a confirmation of this rule. This conjecture is also confirmed by the large-scale personnel changes taking place in Rosreestr. Those employees who do not agree with the “leadership line”2 and refuse to participate in extortions and schemes for the transfer of bribes are subjected to all sorts of pressure and real repressions. Recently, the head of Rosreestr in Moscow Maidanov was removed from his post. Inspection of the department in this case turned out to be only a pretext. Many believe that the real reason is that Maidanov refused to transfer the money to the "higher authorities" and for this he will pay with his position.

To date, the situation in Rosreestr remains highly incomprehensible, to the point that it is not known who really manages this organization. Is Vasiliev in charge, or is his adviser, Mikhail Kosterov, really in control? Or. Maybe Medoev represents the real power? There is no answer to this question yet, and it is not certain that it will appear soon, but a few things are very clear. It is obvious that Rosreestr is completely unprepared for the transition to a unified state register of real estate (aka EGRN). The department is not ready for its merger with the Cadastral Chamber, as well as with other organizations, the list of which is already indicated in the government's plans. Most recently, the Accounts Chamber of Russia decided to evaluate the effectiveness of Rosreestr and came to disappointing conclusions. Here is what the experts of the Accounts Chamber of the Russian Federation told the public: “The estimated income of the department last year amounted to 33.2 billion rubles. Real incomes reached the level of 32.5 billion rubles, that is, the department fulfilled 98.1% of the plan. The cost of maintaining Rosreestr amounted to more than 40 billion rubles. It turns out that the enterprise not only does not reach the set standards, but is also unprofitable for the country and is in considerable debt.

In one of the last TV broadcasts of the program "Moment of Truth" raised questions to one of the most important departments in Russia - Rosreestr (Federal Service for State Registration, Cadastre and Cartography), whose main functions are the registration of land plots and rights to real estate.

In recent years, officials of this department have repeatedly become defendants in corruption criminal cases. Most recently, a cadastral engineer from Ufa was convicted, whose fraudulent scheme brought multimillion-dollar losses to dozens of citizens. It is worth noting that the acting governor of the Kirov region, Igor Vasiliev, who replaced the convicted corrupt official Nikita Belykh, has been the head of Rosreestr since 2014. It was during this period that the lion's share of corruption scandals in the department falls.

And then there was a story with the arrest of Minister Ulyukaev.

In the case of Ulyukaev, the dollars were real. The experiment was carried out by employees of the Directorate "K" (counterintelligence support of the credit and financial system) of the SEB FSB, which by that time had already been headed by Feoktistov's friend and subordinate in the "Sechin special forces", and then their leader Ivan Tkachev. As it became known from the materials of the Ulyukaev case, on November 1, in one of the offices on Lubyanka, $ 2 million in cash in bundles of hundred-dollar bills began to be rewritten, packaged in plastic bags and packed in a large brown bag. The surfaces of all items, including the handles of the bag, the lock and the wicker keychain, were treated with a special composition. It took almost two weeks to list 20,000 banknotes.
