Basic information

All employers submit reports to the FIU if they have employees.

Let's figure out what ADV-1 is, why it is used and when companies, individual entrepreneurs and themselves individuals must provide, in addition to the main documentation, such a form to the authorized structures.

What it is?

Form ADV-1 is a questionnaire of an insured citizen, a document that is provided in Pension Fund RF for registration in the state pension insurance system.

Purpose of the document

After submitting such a form, the insured person will be able to receive SNILS, which will be needed to assign a pension payment. This applies to those citizens who work on.

SNILS (insurance certificate for compulsory pension insurance) is the only identifier of a citizen's personal information in the exchange of information of all departments of the regional and federal levels.

This is a card number of a universal type, with the help of which it becomes possible to receive services in the pension and social system.

Such a card can eliminate the need to use a number of certificates, a medical insurance policy, TIN, pensioner's certificate, etc.

The amount of pension payments and benefits will be accrued on it. Persons who have got a job in a company or work for an individual entrepreneur receive such a certificate from the employer.

Those citizens who independently pay insurance premiums receive such a document at the regional representative office of the PFR at the place of residence.

When applying for registration, insured persons must provide:

After receiving the form, the representative of the authorized body will verify the information reflected in it, check if there are any errors, and also if the information is reliable.

After that, it will be converted into an electronic format and taken for processing. If the processing is successfully completed, the Pension Fund employees open individual personal accounts and draw up SNILS.

Otherwise, a notice of refusal to register is provided. The insured person may be refused if the pension insurance system already has information identical to the information provided.

How to fill out the questionnaire of the insured person in the ADV-1 form?

There is a certain order that should be followed when filling out the form. After all, if there are errors and inaccuracies, your documents will not be accepted. What rules apply?

Where can I get a form?

What are the nuances

Whether the submission of the form is the responsibility of only citizens of Russia or ADV-1 can be drawn up by other persons. What about a child - will he also have to open an individual personal account with the PFR authorities and receive SNILS?

When filling out for a foreign citizen

Since the beginning of 2012, it has entered into force, in accordance with which the possibilities of pension insurance are expanding.

According to persons with foreign citizenship who temporarily reside on the territory of Russia, as well as persons who do not have citizenship, must also be registered with the FIU.

This rule does not apply to highly qualified specialists. But not everyone should be insured, but only those foreigners who have concluded an employment contract with the employer for an indefinite period or for a period of six months (but not less).

This means that the employer should accrue amounts to the Pension Fund for such employees for pension insurance. A personal account must be opened for such persons.

Temporarily staying in Russian Federation a foreign citizen is a person who arrived in the country on a visa or in order.

And also when a visa is not needed, as well as if there is a migration card, but there is no residence permit or residence permits for a certain time.

Citizens of the CIS countries (these are countries such as Azerbaijan, Armenia, Kazakhstan, etc.) can arrive in the Russian Federation without a visa.

Employers register their personnel in the mandatory pension insurance system on the basis of documentation that certifies their identity foreign citizen or stateless persons.

It could be:

  1. Passport or other documents established by federal laws or recognized by the Russian Federation as a document that is an identity card of a foreigner.
  2. For a stateless person - documents that were issued by another country and are recognized by the Russian Federation as an identity card, residence permits for a certain period in the country, a residence permit, other documents.

All documents of foreigners must be translated into Russian by translators who have the appropriate license and certified by a notary.

If issued for a child

The child can also be registered in the insurance system:

In addition to such documents, a representative of the authorized body will require completed questionnaires (form ADV-1) of the insured persons, which are certified by one of the parents or legal representatives (trustees, adoptive parents, etc.).
