The fourth day of gubernatorial resignations passed, unlike the previous day (see Kommersant on September 28), without surprises. In the middle of the day, according to the already established practice, a presidential decree appeared on the resignation of the head of the NAO, Igor Koshin. Only after that, and not before the decree, as the head Krasnoyarsk Territory Viktor Tolokonsky, Mr. Koshin spoke to the staff of the district administration and local deputies. He explained his resignation by “moving to a new place of work,” which, however, he did not name. Mr. Koshin admitted that many of his reforms were "painful due to the fact that they were superimposed on the economic crisis, when budget revenues fell by a third." “When I became governor, the oil market was already in a fever, and I was at a crossroads: to continue the budget distributions, which will soon end, or to change the system, making it, if not independent of oil, then at least resistant to fluctuations in its cost. Igor Koshin was appointed acting head in 2014, after which he received 76.7% of the vote in the elections. Prior to that, his career was also associated with the NAO. He was repeatedly elected to the district parliament, was its speaker, represented the region in the Federation Council.

Valery Chuprov, co-chairman of the regional headquarters of the ONF in the Nenets Autonomous Okrug, explained to Kommersant that Igor Koshin "carried out the necessary transformations, but did not clearly calculate the social consequences."
