On October 15, on the basis of the 68th school, a district literary competition of readers was held dedicated to the 120th anniversary of the birth of Sergei Yesenin and the Year of Literature in Russia. The competition was organized by the Youth Council of Moscow Region No. 21. Responsible for holding the competition was Olga Nikolaevna Panyuta, Deputy of the Moscow Region of Moscow Region No. 21 from the Communist Party of the Communist Party of Russia. The event was attended by 4 schools of the district: GBOU secondary school No. 72 with in-depth study German language, GBOU secondary school No. 68, GBOU secondary school No. 89 and GBOU lyceum 179. There were 18 participants from 6 to 11 grades. Before the start of the event, the participants watched a presentation dedicated to the life and work of the great Russian and Soviet poet Sergei Yesenin. Some contestants lost their way, but found the strength in themselves to start from the beginning. This pleasantly surprised the jury. There were many excellent participants whom Kareva Yulia Alexandrovna, a singer, presenter, musical artist, teacher of the acting studio PMK "Parus", recommended to engage in this direction.

The participants of the competition and the jury (while they were signing the certificates) were presented by amateur art groups from 68 schools. Group "Fortuna" with the song "Smile" and the dance studio "Sharm" with a figured waltz.Participants and winners were awarded certificates, and the winners were also awarded with valuable prizes from MO No. 21. The winner (1st place) was awarded 2 tickets to the Youth Theater for the play "Polyanna" from the MP Sergeeva Elena Andreevna.Upon completion, an interview was taken for the Youth Council channel on YouTube with the winner Polina Lukyanova and jury members Osipova and Kameneva by the journalist of the Youth Council Anna Alekseeva.

Communist Deputy Panyuta, commenting on the event, noted that in Yesenin's work one should always see love for native land and sympathy common man, sympathy for the revolutionary causes of the peasantry.

5) hold positions in the municipal service.

6. Guarantees of the rights of deputies of the Municipal Council when they are brought to criminal or administrative liability, detention, arrest, search, interrogation, commission of other criminal procedural and administrative procedural actions in relation to them, as well as when conducting operational search activities in relation to deputies, their luggage, personal and official vehicles, correspondence, means of communication used by them, documents belonging to them are established by federal laws.

7. A deputy of the Municipal Council cannot be held criminally or administratively liable for an opinion expressed, a position expressed during voting, and other actions corresponding to the status of a deputy, including after the expiration of his term of office. This provision does not apply to cases where a deputy committed public insults, slander or other violations, liability for which is provided for by federal law.

8. A deputy of the Municipal Council may be recalled at the initiative of the population in the manner prescribed by federal legislation and the legislation of St. Petersburg adopted in accordance with it for holding a local referendum, taking into account the specifics provided for by Federal Law No. general principles organizations of local self-government in the Russian Federation”.

11. The powers of a deputy of the Municipal Council of the municipality Smolninskoye are terminated early in the event of:

1) death;

2) resignations of their own free will;

3) recognition by the court as incapable or partially incapacitated;

4) recognition by the court as missing or declared dead;

5) the entry into force of a guilty verdict of a court against him;

6) travel outside the Russian Federation for permanent residence;

8) recall by voters;

9) early termination of powers of the Municipal Council;

11) in other cases established by Federal Law No. 131-FZ of October 6, 2003 “On the General Principles of Organization of Local Self-Government in the Russian Federation” and other federal laws.

12. The decision of the Municipal Council on the early termination of the powers of a deputy is taken no later than 30 days from the day the grounds for early termination of powers appear, and if this grounds appeared between sessions of the Municipal Council - no later than three months from the day such grounds arise.

13. In the event of the resignation of a member of the Municipal Council of his own free will, the deputy of the Municipal Council shall submit to the Municipal Council of the municipality the Smolninsk written application for the resignation of deputy powers. 14.
