Recall that the competition for the creation of flagship universities in the regions involved the evaluation of modernization programs in five areas - educational, scientific, personnel, managerial and social. We are convinced that in the oil and gas sector, especially in the field of drilling, there are already groundwork on a Russian and international scale,” comments Denis Konanchuk, Director of the Center for Educational Development at the SKOLKOVO Business School. — The flagship university has an important role related to the development of the region and its future. There is a lot of work to be done to build this connection. We saw the laboratory base of the university, and actually admired the simulators that are available for drilling. So far, I have not personally seen such simulators even in foreign universities. That is, it is obvious that the training of specialists is carried out on the most modern equipment. The activities of the university should become noticeable not only in the region, but also for other universities in Russia, in order to best practics copied and accepted at other universities in the country.

Tyumen Industrial University: tasks and experience

Tyumen Industrial University will receive in 2016 a federal subsidy for the implementation of the development program in the amount of 100 million rubles. Subsidies will be allocated annually for three years, their size in 2017 and 2018. will depend on the effectiveness of the implementation of program activities in previous years.

“We must create a new engineering university. The most important thing in the implementation of this project is to improve the quality of education and research work. These are not just patents, dissertations, technologies, graduates, but a complex result: the creation of new high-tech oilfield services and engineering companies around our university, saturated with technologies created at the university, with personnel support from our university and, of course, having certain won positions in the market. Such a result should meet the requirements of the regional economy, large corporations. The work ahead is quite capacious, big. It is important that the entire university shares these goals and objectives, and we move together, then everything will work out. Students should also take part in this process,” said TIU Rector Oleg Novoselov.

Transformations and perspectives

In connection with the new status of the Tyumen industrial university transformations will affect all spheres and, first of all, scientific, educational and international activities.

IN educational activities it is planned to reach a fundamentally new level of quality, which will become possible due to the implementation of the educational model for preparing a bachelor in practical-modular training, which will be carried out within the framework of network interaction. Today, business is dissatisfied with the fact that graduates who come to production do not know technology, are poorly versed in equipment design, and do not understand the pragmatic tasks that are set before them. New system undergraduate education (4 years) involves two years of academic study, when the guys study mathematics, physics, chemistry in classrooms, theoretical mechanics, sopromat ... - all traditional disciplines. And, the next two years, when they work practically in production, and study various modules. This is practice, this is direct work in which business takes part.

An experiment has already begun at the industrial university; since last year, such a cycle of modular training has been going on at the university. Students fly by helicopters to the fields, actually participate in the drilling process, learn new technologies at the enterprises of university partners, study various modules: one module, for example, is drilling fluids, the other is the study of horizontal directional drilling technologies, and so on ... Thus, after completing their bachelor's degree, they will be well prepared for work in production. For modular training, the flagship university uses the latest teaching methods. The results are optimistic. Rosneft and Surgutneftegaz conducted testing among senior students of all specialized universities in the field of "oil and gas business". The students of the Tyumen Industrial University showed the best result, eighty percent of them could be hired by these companies right now.

As for the magistracy, the management plans to create two - technological (to recruit from "profile" students) and management (where project managers will be trained from economists, lawyers and bachelors of other specialties). Postgraduate study, which used to be a form of preparing a PhD thesis, today is left without a social order. According to the leadership of the university, teachers-researchers of the university, representatives of research institutes, industry institutes and Academies of Sciences, as well as individuals interested in doing science for corporations. As for additional training, the order for it today is formed as follows: 1% - federal order, 1% - regional, 15% - corporations, 83% - individuals. The university plans to have orders from corporations up to 70% by 2020.

What is it and who will go there?

Many parents and their children graduating from school, when choosing a university, consider not only institutions located in their locality but also in other cities. As a rule, these are large universities in Moscow, St. Petersburg and regional centers. Which of these universities are the most promising? Many people think that Russia's flagship universities should be chosen.

What is this program?

For several years, the education system in our country has been in the process of serious reform. A significant place in this direction is occupied by a number of comprehensive measures to reorganize the activities of higher educational institutions. At the same time, the Ministry of Education and Science in every possible way contributes to the creation of regional flagship universities, which are an association educational organizations in order to form a common curriculum. According to representatives of the Ministry, this process is voluntary and is already bearing fruit.

The reason for the merger of universities (sometimes even completely different profiles) officials say is the decrease in the number of eleventh-graders, as well as the need to increase the authority of Russian higher education abroad. It is planned to form about 100-150 major universities, where the best of modern innovations in the field of student education and science development will be concentrated.

What is a flagship university? As conceived by the leadership of the Ministry of Education and Science, this is a regional state university organized on the basis of the most successful organization by merging others with it. educational institutions located in this region of the country. It is assumed that such large institutions will become educational centers in which teaching, innovation, research and social activities will be developed. Students will have the opportunity to study well, researchers will have the opportunity to work successfully, partners and public institutions- deal with production and other tasks.

In order to participate in the project for the formation of flagship educational institutions, universities of federal subordination are required to draw up an application in which the following points should be indicated:

  • note your decision to reorganize the educational institution;
  • identify areas of work until 2020 and ways to achieve the goals;
  • to formulate a conceptual plan according to which interaction with a team of researchers and teachers will develop.

However, not all universities were eligible to participate in the project. For example, Lomonosov Moscow State University and St. Petersburg State University cannot become anchor universities, and other large educational institutions have also been left out, which were already enlarged before the new process of merging universities started.

Now 11 participants work within the framework of the program.

These are state technical universities: Ufa, Samara, Omsk, Kostroma, Donskoy, Voronezh, Volgograd.

As well as State Universities: Tyumen, Siberian, Orlovsky, Vyatka.

According to experts, these major universities will become the basis for the powerful development of the higher education system in the regions. They will also prevent the outflow of successful applicants to prestigious universities in St. Petersburg, Moscow, and Novosibirsk.

Also, the development of the regions will be facilitated by the fact that universities will be provided with an additional budget - 200 million annually during the duration of the project, that is, from one to three years. So far, the decision on such amounts of funding has been made regarding Vyatka State University, Kostroma Technological University and Oryol Turgenev University.

At the end of the period of additional funding, the flagship universities will report on the achievement of goals and transfer to their own budget.

What goals should be realized?

  • For every hundred students, at least eight teachers with a degree are required.
  • At least 100,000 students should study at the flagship university.
  • The amount of annual income should be approximately two billion rubles.
  • Students should be trained in at least 20 specialties.
  • All scientific projects should receive funding of about 150,000 rubles.

Many experts actively support the idea of ​​establishing flagship universities, but it also has its opponents. For example, Levchenko, head of the administration of the Irkutsk region. In his opinion, such a reorganization should be available to any successful university.

Eleventh-graders and parents of today's graduates should decide for themselves which university to choose, taking into account all the prospects that the current and planned reforms and reorganizations provide.

At the end of January, the expert council of the Russian Ministry of Education and Science approved 11 applications, out of those submitted by universities, for participation in the program to create a network in Russia flagship universities. According to the selection conditions, any higher educational institution of federal subordination that developed a development program on the basis of a joint decision with other universities on its reorganization by accession could submit documents (clause 3.2, subclause 7 of section 4 of the Regulation on the procedure for conducting competitive selection of educational institutions of higher education for financial support for development programs of federal state educational institutions of higher education at the expense of the federal budget; hereinafter referred to as the Competition Regulations).

The developers of the program expect that combining the scientific bases of regional universities, their human and financial resources will create a number of strong regional universities that could not only attract gifted students, but also train a sufficient number of specialists at the place of activity of the main employers. Moreover, for these purposes, each newly formed university will be provided with annual subsidies in the amount of up to 200 million rubles. over a period of one to three years. However, universities will also have to co-finance development projects in the amount of at least 20% of the amount of subsidies provided by the state (subclause 4, clause 5.3, clause 16.4 of the Competition Regulations). Recall that measures to consolidate universities were planned by the Federal Target Program for the Development of Education for 2016-2020 (). The decision to hold the competition was made by the Minister of Education and Science of Russia Dmitry Livanov in mid-August last year ().

As a result of the competition, the creation of flagship universities was recommended on the basis of the following universities: Volgograd State Technical University, Voronezh State Technical University, Vyatka State University, Don State Technical University, Kostroma State Technological University, Omsk State Technical University, Oryol State University named after I.S. Turgenev, Samara State Technical University, Siberian State Aerospace University named after Academician M. F. Reshetnev, Tyumen State Oil and Gas University, Ufa State Oil Technical University.

However, not all winners will receive equal funding. The competition commission decided to divide them into two groups depending on the conditions offered by universities for the implementation of development programs. Thus, educational institutions classified in the first group will receive 150 million rubles in 2016. Assigned to the second group - 100 million rubles. The top three who can qualify for increased funding were Vyatka State University, Kostroma State Technological University and Oryol State University named after I. S. Turgenev (minutes of the meeting of the competition commission dated February 1, 2016 No. DL-5/05pr).

Reasons for the reform

Implementing the program, the Russian Ministry of Education and Science puts financial benefits for educational institutions at the forefront. It is assumed that this reform will allow, in the current difficult economic conditions, not only not to reduce the financing of the higher education system, but also to increase its volume by reducing inefficient spending, and it is separately emphasized that the teaching and research staff will not suffer - they will save on the administrative staff . The funds released as a result of the merger of universities will go to the salaries of teachers, and additional funds allocated by the state will be used to implement programs for the development of universities.

Also, the Ministry of Education and Science of Russia announces the right of the winners of the competition to implement educational programs at a new level. Thus, flagship universities will have the opportunity to participate in network councils for the defense of dissertations, priority allocation of quotas for postgraduate and master's studies at the expense of federal, regional and local budgets. In addition, newly formed universities will have an advantage in the selection of foreign students within the government's tuition quota.

In general, independent experts also agree with the arguments of the Russian Ministry of Education and Science. The head of the research group of the project "National University Ranking" identifies several of the most significant among the main motives for creating flagship universities. Thus, regional universities will be endowed with a higher status, which means that their position in the eyes of the population will increase. The factor of regional patriotism will come into play, and at the same time inter-regional competition will become more active. As a result, flagship universities will be able to play the role of a kind of anchor and social elevators for young people, and this will help minimize the migration of gifted young people from the regions, including abroad, the expert emphasizes. In addition, the analyst adds, granting the status of a flagship university does not in itself mean that the university will not receive even higher status in the future. For example, it can receive the status of a leading classical university, which is held by Lomonosov Moscow State University and St. Petersburg State University, which is another incentive for continuous development and competition. Also, the expert adds, the unification of universities will make it possible to move from the current sectoral structure of universities to a normal academic system based on universities as diversified corporations of knowledge, meanings, science, technology, legislators of high living standards, creators of the future. In large cities, multidisciplinary universities will appear, around which will be built public life- as it should be, the expert concludes.

Universities that received federal status acquired the right to state support within the framework of development programs approved by the government (clause 2 of the Concept for the Creation and State Support for the Development of Federal Universities, appendix to the minutes of the meeting of the interdepartmental working group on the priority national project "Education" under the Council under the President of the Russian Federation for the implementation of priority national projects and demographic policy dated September 29, 2009 No. AF-33/03pr). At the same time, these universities have not lost their scientific independence. In particular, they develop and approve their own educational standards However, the rectors of these educational institutions are appointed by the government (Federal Law of December 29, 2012 No. 273-FZ "On Education in the Russian Federation"). "The creation of flagship universities was another attempt by the Russian Ministry of Education and Science to reformat the sphere of higher education and science in relation to the development strategies of the regions and the country as a whole. By launching the flagship university program, the ministry tried to bring the model of organizing higher education in our country closer to the models adopted in developed countries. The transition from sectoral management of universities to university management will save resources, including managerial ones. Now, the Ministry of Education and Science of Russia, as the founder of hundreds of universities, has to deal with the operational management of a million contingent of young people and a hundred thousand contingent of pedagogical and scientific workers to the detriment of the strategic management of the entire system. The flagship universities will be managed regional authorities, and this will reduce their costs in the future, and will allow them to focus on first-tier universities."

What are the terms of cooperation?

One of the main conditions for the merger of universities was its voluntariness, which is confirmed by the decisions of the academic councils of the merging universities. At the same time, in accordance with the terms of the competition, not all universities were able to participate in the competition. An exception was provided for 10 federal universities, universities participating in the "5-100" project - ensuring entry by 2020 of at least five Russian universities in the first hundred of the world's leading universities according to the world ranking, as well as universities located in Moscow and St. Petersburg (clauses 3.3, 3.5 of the Competition Regulations).

In addition to the main goal of consolidating educational institutions, the Russian Ministry of Education and Science has provided specific targets, which the flagship universities will have to achieve by the end of 2020. These include, in particular:

  • increase in the total number of students to at least 10 thousand students in each university;
  • growth in university revenues up to 2 billion rubles. and more;
  • implementation of educational programs for at least 20 enlarged groups of areas of training and specialties;
  • an increase in the volume of research and development work per one scientific and pedagogical worker to at least 150 thousand rubles;
  • the number of publications of the organization indexed in the information and analytical system scientific citation: Web of Science (per 100 scientific and pedagogical workers) - should not be less than 15, Scopus (per 100 scientific and pedagogical workers) - at least 20, etc. (clause 5.4 of the Competition Regulations).

It should be noted that the indicators of a number of winners of the competition already practically meet the target, or even exceed them. Thus, the total number of students of the Don State technical university(hereinafter - DSTU), full-time students and at the expense of the budget in 2014 amounted to more than 11 thousand people. And the budget of DSTU in 2015 already exceeded 2.5 billion rubles. At the same time, not all universities can boast of such indicators and government assistance will come in handy for them. The Ministry of Education and Science of Russia plans to allocate 1.5 billion rubles for the financial support of flagship university development programs. annually for the next three years ().

Focus on the interests of the regions is called the main advantage of the program to create a network of flagship universities, almost all experts. Another significant positive factor in the formation of a network of powerful universities, Alexei Chaplygin calls their possible contribution to the intellectual support of regional management, the performance of flagship universities in the role of think thank [think tanks. - Ed.]. The expert also believes that strong and independent universities will contribute to the expansion of the academic autonomy of universities and lead to at least a partial restoration of normal academic life - with intellectual freedoms, the desire for creativity, etc.

It is with an emphasis on the future that the newly formed university will organize training and development scientific research, performance of development work related to specific enterprises, participation in regional and federal levels, but necessarily - taking into account the needs of the region.

According to the draft program for the development of the university until 2020, we plan to significantly expand the profile of areas and specialties of research and training of graduates. Meanwhile, we are faced with the primary task of identifying interdisciplinary areas in which we can develop.

The flagship university that we have to create is a university that will focus not only on large industrial enterprises that exist in the region, but also on existing small innovative enterprises. And this means that we need to build certain forms of cooperation with small businesses, to work on orders from small enterprises."

Despite the obvious advantages of the program, there are arguments against its implementation. So, the governor of the Irkutsk region Sergey Levchenko called a harmful proposal, from which it is desirable to evade, the competition of the Ministry of Education of the Russian Federation for the creation of a network of flagship universities. The governor considers plans to create a full-fledged university within two months unrealistic. Alexey Chaplygin, commenting on the words of the governor, admits that the program may lose support in a number of regions due to distrust of government initiatives. And equally, the expert believes, the negative background of the reform will be distrust of university administrations within the universities themselves. The program is seen in many ways as a smokescreen for forced university mergers, the analyst concludes. So, he believes, it would be quite possible to leave the possibility of obtaining the status of a pivot to strong universities, which in the future could organically join other universities. But the condition on the accession of universities excludes such a possibility.

The results of a study conducted by the Interfax Group also testify to the not too high popularity of the idea of ​​merging universities in society. Moreover, survey participants associate their worries not with the idea itself as such, but with errors in its implementation. According to the survey results, only 16% of respondents are categorically against the changes, and 19% of the respondents fully accept the reform. At the same time, 65% of survey participants fear that the reform will stall due to administrative and financial problems.

High risks and financial turmoil in 2016, in the context of the already drawn up federal budget and budgets of universities. Thus, Alexey Chaplygin notes a high risk of loss or untimely state funding for university property management. The analyst notes a high risk that not only those students who study on a paid basis, but also "state employees" will have to pay for the use of social facilities and laboratories, for access to optional educational programs etc.

What needs to be done to make the project happen?

Obviously, in addition to the state will and administrative levers, which are hardly applicable in the academic environment, it is necessary to use other mechanisms and technologies for evolutionary transformation. Experts suggest not to speed up the reform and approach the issues of merging universities more carefully. So, Alexey Chaplygin recommends taking into account the unsuccessful experience of reforming universities, citing as an example an attempt to unite the Tambov state university them. G. R. Then, according to the expert, the rejection of the idea of ​​merging universities, both in the university environment and among the public, led to excessive administrative pressure of the Russian Ministry of Education and Science on stakeholders and ignoring their opinions. Moreover, the analyst notes, the logic of such an association was obvious, but the emphasis on administrative levers did not justify itself, and now it is very difficult to persuade these universities to participate in the program.

Perhaps any reform in such a delicate area as education evokes a rather strong emotional response from representatives of the academic community. After all, indeed, we are not talking about some mechanically formed institutions - administrative units. Any serious university is also a complex organism with a well-established scientific and pedagogical team, a scientific school and traditions. Obviously, it is impossible to approach the reform of educational institutions from a mechanistic position. On the other hand, as Aleksey Chaplygin notes, the achievement of a high level of efficiency in the management of universities, the national network of organizations of higher education, research and technological development is an enticing prospect.

It is impossible not to recognize the obvious benefit from the merger of small, and in some ways there may be low-power universities within the framework of diversified universities, especially those receiving state support and orders from the state and business. But it is also impossible to idealize and oppose the financial possibilities of the university to the quality of education and the level of science in relatively small educational institutions. Therefore, every decision on the merger of universities should be balanced and motivated, and most importantly, internally adopted by the teams of the merged educational institutions.


In 2013, the government decided to create a new type of institutes and universities, which were to be called flagship universities.

The flagship institution of higher education is the university, which was created by combining several regional educational institutions.

In Krasnoyarsk, where the flagship university, the Siberian State Aerospace University, is located, the project to create a Technoschool turned out to be a priority — detailed targeted work with schoolchildren who plan to continue on the engineering path, generate startups, and work in technology companies.

The second result is a change in the development strategy of universities and internal management. All flagship universities are consolidating their potential at certain points of growth, for example, the creation of new laboratories, the opening of new master's programs.

— How much money did the universities of the first wave receive?

- Some universities received 100 million, some - 150 million. The amount of co-financing is different for everyone.

— What new criteria have been added for participation in the second wave competition?
— 2-3 indicators were added, such as the number of teams that are in business incubators of universities, the total turnover of small innovative enterprises for universities, etc. And the main indicators are the number of students, the total income of the university, the volume of R & D per one scientific and pedagogical worker, the share of employed graduates within a year after graduation ...

— What is the difference between the project of flagship universities and the 5-100 program? Universities are not hindered by the struggle for entry into these two programs?
- The answer is simple. The competition of flagship universities is not a competitor for the "5-100", these are different segments of higher education, and this is its peculiarity. Universities from the "5-100" are more focused on international global competitiveness, fighting for places in international rankings and inclusion in global academic networks.

Flagship universities have a fundamentally different task - to promote development within the region, and therefore their work is directed inside the territory where they are located.

— What difficulties and questions arose in the implementation of the first part of the project?
— This competition reflects the global trend towards the selection of a cohort of universities designed to work on the ground and promote environmental regional development. Speaking of the first wave, the demand for a merger of universities was a major challenge in the first place.

— Where did it come from? Why do you need to merge with someone in order to participate in the competition?
- Now it is difficult to reproduce the foundations that were laid in it, but there are a number of foreign studies that say that multidisciplinary large universities can be more successful than small niche ones. There are, however, directly opposite points of view, this requires additional analytics. But this challenge called for a change corporate culture when the teaching staff of one university merges with the teaching staff of another university, it becomes necessary to optimize the organizational structure, and so on.

— How do universities from poor regions, where there is no large-scale industry, attract co-financing?
- Universities located in developed industrial regions include work with these enterprises in their program. Universities from poor regions are beginning to take on the role of developing proposals for the socio-economic development of the region. For example, in Kirov, Vyatka State University launched a program to form a personnel reserve for the regional administration.

Is creating a personnel reserve for the administration an important regional-forming task?
- The university takes on the task of supporting the region in terms of developing a model for the socio-economic development of the region.

This competition encourages them to take such a proactive stance.

— Is it possible to say that the first wave of the project has already made regional universities more attractive for applicants?
- The program is only one year old, it is too early to draw any conclusions. But the aforementioned increase in the USE score speaks in favor of positive effects, and work with schools should lead to the fact that more school graduates will know that there is an opportunity to study at a flagship university. New status universities makes them more visible in the overall landscape of the higher education system. This will be an additional incentive for students and their parents to pay attention to them.
