1. This Procedure determines the procedure for issuing special tokens to employees of the internal affairs bodies of the Russian Federation * (1).

2. The assignment of a special badge to an employee of the internal affairs bodies * (2) is carried out simultaneously with the assignment to him of the first special rank of private or junior commanding staff or the first special rank of middle, senior or higher commanding staff, as well as when transferring an employee with a special rank of private composition or junior commanding staff.

3. Fixing a special token is issued by order:

3.1. Minister of Internal Affairs of the Russian Federation - in relation to an employee who is awarded the first special rank of middle, senior or senior commanding staff.

3.2. The head (head) of the territorial body of the Ministry of Internal Affairs of Russia, the educational, scientific, medical and sanitary and sanatorium organization of the system of the Ministry of Internal Affairs of Russia, the district department of logistics of the system of the Ministry of Internal Affairs of Russia, as well as another organization and unit created to perform tasks and exercise powers, assigned to the internal affairs bodies * (3), having the right to assign a special rank of private or junior commanding staff - in relation to a subordinate employee who is awarded the first special rank of privates or junior commanding staff.

4. Special tokens are issued to employees of the personnel unit of the relevant unit of the central apparatus of the Ministry of Internal Affairs of Russia (with the exception of the High Command of the Internal Troops of the Ministry of Internal Affairs of Russia), body, organization, unit of the Ministry of Internal Affairs of Russia at the place of their service simultaneously with the announcement of the order to award the first special rank of private or junior commanding staff or the first special rank of middle, senior or higher commanding staff.

5. A special token is made in the form of a metal one-piece stamped oval plate with a thickness of 1.5-2 mm. The size of the special token along the major axis is 45 mm, along the minor axis - 26 mm.

6. Personal number on a special token consists of:

6.1. For employees with special ranks of privates and junior commanding staff - from two capital letters of the Russian alphabet denoting the series, and a six-digit number in accordance with Appendix No. 1 to this Procedure.

6.2. For employees with special ranks of middle, senior or senior commanding staff - from one capital letter Russian alphabet denoting the series, and a six-digit number.

7. Citizens who served in the internal affairs bodies or military service in the internal troops of the Ministry of Internal Affairs of Russia, who were awarded special ranks of middle, senior or higher commanding staff or military ranks junior, senior or senior officers who entered the service in the internal affairs bodies are issued special tokens with personal numbers that were previously assigned to them.

8. Employees of the internal affairs bodies with a special rank of rank and file or junior commanding staff seconded to federal bodies state power, otherwise government bodies or to organizations, special tokens are issued (including in the case of transfer) with a series provided for the territorial bodies of the Ministry of Internal Affairs of Russia at the regional level at the place of their service.

9. In case of transfer of an employee with a special rank of private or junior commanding staff to another body, organization, subdivision of the Ministry of Internal Affairs of Russia, he is issued a special token with a series provided for in the body, organization, subdivision of the Ministry of Internal Affairs of Russia to which the employee was transferred.

10. On the front side, the special token has a convex framed inscription “MIA OF RUSSIA”, under which the series and number of the special token are indicated. To the left of the inscription "Ministry of Internal Affairs of Russia", the series and number of the special badge, there is a hole with a diameter of 4 mm for attaching a special badge to the uniform or personal file of an employee.

11. Special tokens are handed over by employees to the personnel unit at the duty station in the event of:

11.1. Dismissal from service in the internal affairs bodies * (4).

11.2. Assignment to an employee who has a special rank of rank and file or junior commanding staff, a special rank of middle commanding staff.

11.3. Transfer of an employee with a special rank of private or junior commanding staff to another body, organization, subdivision of the Ministry of Internal Affairs of Russia, which provides for the wearing of special tokens of a different series.

12. A special token handed over by an employee with a special rank of middle, senior or senior commanding staff, dismissed from service in the internal affairs bodies, is attached to his personal file.

13. A special badge handed over by an employee with a special rank of rank and file or junior commanding staff may be issued again.

14. In the personnel departments of bodies, organizations, divisions of the Ministry of Internal Affairs of Russia, special tokens are recorded in the register of special tokens with personal numbers (the recommended sample is Appendix No. 2 to this Procedure).

15. Employees who received special tokens sign for their receipt in the register of persons who received special tokens with personal numbers * (5) (recommended sample - Appendix No. 3 to this Procedure), and at the bottom title page track record of the employee's personal file. The register of persons is kept in the personnel department of the body, organization, division of the Ministry of Internal Affairs of Russia.

16. An employee who has been issued a special token ensures its safety.

17. In case of loss (damage) of a special token, the personnel unit at the employee's duty station issues a duplicate of a special token with the same number.

18. Applications for the production of duplicates of special tokens are drawn up by the personnel department of the body, organization, division of the Ministry of Internal Affairs of Russia on the basis of reports from employees who have allowed the loss (damage) of special tokens.

19. Provision of bodies, organizations, divisions of the Ministry of Internal Affairs of Russia with special tokens is carried out by the district departments of material and technical supply of the system of the Ministry of Internal Affairs of Russia.
