On September 10, information appeared about the alleged arrest and placement under house arrest of the “minister” of the self-proclaimed DPR, former head of the UBOP in the Donetsk region, Alexei Diky.

Actually, the next day, September 11, this information was refuted, however, according to the words of the head of the self-proclaimed DNR, Alexander Zakharchenko, and not the “minister” himself. But as my sources say, Aleksei Dikiy was indeed not detained and this will most likely not happen soon, at least on the territory of the self-proclaimed DPR.

According to my source, the “minister of internal affairs” of the DPR belongs to the so-called “Enakievo business group”, which, among the numerous groups and groups of influence in the self-proclaimed “republic”, stands out for 2 characteristic features:

1) its representatives are mostly near-criminal and openly criminal personalities of the times of Viktor Yanukovych, one way or another tied to Yenakiyevo, Gorlovka and a number of other cities;

2) the group defiantly eschews politics and has no political interests, focusing solely on business. If, however, the interests of business imply connection to the issue of some political connections, the group prefers to get in touch with representatives of the local "authority" where they have business interests. In any case, this is how things are in Gorlovka.

Since the local “authorities” in the DPR are appointed by Alexander Zakharchenko and are controlled by him, it is clear that their contact with representatives of the “Enakievo business group” is sanctioned “at the top” and the group itself enjoys a certain disposition of Zakharchenko himself and pays him loyalty, as well as a “share” » in business profits.

At the same time, the group is in a state of continuous, sometimes hidden, sometimes splashing into the public plane, conflict with the ex-commander of the Vostok battalion Alexander Khodakovsky. When the ex-battalion commander of the "Vostok" declares the dominance of crime in the DPR, the return of the authorities of the Yanukovych era to the republic, he means precisely the "Enakievo business group."

As for Aleksey Diky, as my sources say, his entry into the “republican” party, and therefore, to some extent, his current position, he owes it to the representatives of the “Enakievo business group” with whom he met even before 2014 in the field of protecting drug trafficking and illegal gambling business. In fact, he still oversees these same areas.

The Yalta City Court arrested him "to ensure the possibility of extradition to law enforcement agencies of Ukraine." Pogodin is accused not just of murder, but of commanding the execution of sixteen-year-old schoolboy Stepan Chubenko.

On July 23, 2014, Styopa was detained in Donetsk (which had already been occupied) because a blue-and-yellow ribbon was noticed on the backpack of a tenth grader, and among the belongings they found a scarf of the Karpaty football club - that was enough. Home, in Kramatorsk, Styopa never returned.

Immediately after the deprivation of the life of this guy, Pogodin gave an order in a military manner to a militant named Medved, who served at the indicated checkpoint, so that the latter would organize the burial of Chubenko. I left the village of Gorbachevo-Mikhailovka because I began to fear for my life.”

- Do you know who the main engine of the investigation is? Styopa's mother, - says Colonel Igor Novoseltsev. - Persistent. Because so many people disappeared and disappeared - everything, with the ends. And against the children a great wave of violence rose. Before the war, I don’t remember anything like this in the Donbass, but I’ve been in the criminal investigation department since 1993.

Novoseltsev is a senior investigator for the disclosure of crimes against the person of the Criminal Investigation Department of the Main Directorate of the Ministry of Internal Affairs of Ukraine in the Donetsk region. He and his current leader, a longtime colleague, Colonel Artem Vasitsky, plus a group of security officials with lower ranks, “came out” to Kramatorsk in the fall of 2014. Sounds like "get out of the way". Many of those with whom they served (like the former head of the Donetsk Organized Crime Control Department by the name of Dikiy, now the “Minister of the Interior of the DPR”), it turned out that they had been waiting for Russia all their lives.

By that time, Kramatorsk was already in a state of "after the war": 77 missing, 87 unidentified corpses. A small detachment of Girkin-Strelkov captured and for almost three months kept at bay the city, where only in the police there were up to five thousand employees, not counting the SBU department, two prosecutor's offices and the military commandant's office located at the local airfield, where, in addition, special forces were stationed.

- I don’t know who Styopa’s mother used to turn to. I saw her in Vasitsky's office, - Novoseltsev recalls, - I stayed to listen.

How the parents spent several months looking for their son “behind the roadblocks”, obtained the terrible truth from the “People's Republic”, survived the identification of the body, did not go crazy while the forensic examination dragged on, brought home in a plastic bag that native, which was now called the remains - to bury ...

In a criminal case initiated in the territory controlled by Ukraine,

one of the witnesses voluntarily decided to help the investigation - to remove the stone from the soul. He watched the execution in Gorbachevo-Mikhailovka from beginning to end, but knew the killers only by nicknames: Kerch, Zhora, buba. Their surnames and other information that irrefutably confirms their identities were established by Styopa's parents themselves, who monitored around the clock social media and sites like Russian Spring.

Photos of "Kerch" (Pogodin), Zhora (Moskalev) and Buba (Sukhomlinov) were also found in abundance.

The witness identified everyone and later came to Kramatorsk, since Gorbachevo-Mikhailovka is still under the control of the “DPR”, to conduct an investigative experiment - a reconstruction of the events he saw: how Styopa was executed in broad daylight.

- They kicked me while I was sitting, bound, under the commandant's office. The teeth were knocked out. They took me to the river bank. Their hands were tied behind their backs with scotch tape, a T-shirt over their heads. They took off his sneakers before the execution, looters. "Kerch" shot in the back of the head. There were five shots in total... Enough details... - my interlocutor closes the notebook.

Mom was given a confrontation with a witness. She heard much more, including the phrase: “I'm sorry I didn't save your son…” She found more eyewitnesses who, after doubts, agreed, despite their fear, to testify in court. None of the inhabitants of Gorbachevo-Mikhailovka dared to recapture the boy from the bandits. The case went to trial in November 2015.

In the "DPR", on the personal instructions of the head of the self-proclaimed republic Zakharchenko, the crime was also investigated. And they found the same people - Pogodin, Moskalev, Sukhomlinov.

Moskalev was even detained and interrogated. Novaya Gazeta has a record of this interrogation at its disposal.

“... at the end of July 2014, Pogodin V.V. arrived in the village of Gor-bachevo-Mikhailovka, who ordered the servicemen of the Kerch unit to deliver S.V. Chubenko to him. Then Pogodin V.V., without sufficient grounds suspecting Chubenko S.The. participation in the Ukrainian organization "Right Sector" [ from the editor: ], considering the latter involved in the burning in Odessa on May 2, 2014 of the participants of the Anti-Maidan, as well as political and ideological views different from his (Pogodin V.V.), contrary to the ideas of building the Donetsk People's Republic, decided to deliberately kill the minor Chubenko S.V.

To fulfill these criminal purposes, he attracted servicemen of the “Kerch” unit of Sukhomlinov M.V. and Moskaleva Yew.A., who were informed that Chubenko C.The. is a member of the Right Sector organization [ from the editor: the organization was recognized as extremist and banned in Russia] <...>, for which Chubenko S.V. should be shot.<...>

Sukhomlinov M.V.<...>, being on the edge of the trench, fired a shot at the back of the head of a minor Chubenko S.V., who was on his knees in the trench with his hands tied behind his back. Given that after the shot Chubenko S.V. showed signs of life, Pogodin V.V. took a pistol from Sukhomlinov and fired at least four more shots into the occipital region of S.V. Chubenko’s head, from which he died on the spot.

Then Pogodin gave an order to Yu.A. Moskalev, who was nearby. (in order to conceal the traces of the crime) to bury the corpse of Chubenko S.V.”

Pogodin, Moskalev and Sukhomlinov were accused of murder committed by a group of people motivated by ideological hatred, the court ruled to place them in custody. But in April 2015, the “DPR” prosecutor’s office reported in an official letter: “The actual location of these persons has not been established.”

Moskalev was nevertheless caught in the "DNR". He convinced the judges that he personally did not shoot. Styopa's mother offered to write a statement: I demand, they say, compensation for moral and material damage. “I want to plow on a life sentence, and transfer money to the Antoshka orphanage, over which Styopa patronized!” she replied.

The accused served a short term and fled from the Donbass to his homeland, to Chuvashia. According to my information, Moskalev was arrested in Cheboksary on an Interpol "red card" - in international wanted list all three murderers of Stepan were filed by Ukraine. Extradition, due to unknown reasons, did not happen, and Zhora was released into the wild.

Buba (Sukhomlinov) "got lost" in Russia shortly after the crime was committed, and nothing is known about him until now.

Colonel Novoseltsev perfectly remembers the ringleader, “Kerch” (Pogodin), who was arrested in the Crimea and was convicted several times from peaceful Donetsk:

- Bespredelschik, but with connections at the top. Do you understand? The UBOP detained him several times, the SBU led him - he twisted every time.

And the Kerch battalion disbanded, destroyed 16-year-old Stepan Chubenko with his martyrdom.

- No one in Donbass ever harassed me with a Russian passport until they came and “protected”. Let them know that there are Russians who also love Ukraine, but they don’t renounce their homeland even now,” she replied.

I spent two days and two nights at Chubenko's house. They told me about Styopa in the present tense, without tears, they showed me a video (my mother sorted through the archives on the computer).

Here is the goalkeeper of the local Avangard (a great football future, according to coaches, talent plus determination) under New Year asks Santa Claus for new knee pads and gloves, slyly indicating the store and the price in the postcard (the family lives very poorly). Santa Claus promises to think: “In the meantime, dear Styopa, I’m putting a spelling dictionary under the Christmas tree so that you don’t upset me with mistakes.” The tradition of home "skewers" and other wall newspapers - who else has such cool parents! - transferred to the city KVN team created by Stepan.

He is engaged in Greco-Roman wrestling, reads Simonov’s military poems at the competition, composes songs and “Plan for the development of youth football in the Donetsk region”, independent and free beyond his years - headache teachers who like quiet "average" children, a favorite of girls, a nanny for kids in the yard, a fighter for justice ...

We would like to think: Styopka was shot a few days earlier than it is believed. And he suffered less,” says Stalin.

Parents walked through the summer heat of Gorbachevo-Mikhailovka with a photograph of their missing son; in Donetsk they were not allowed to go on television. "And for whom do you have it?" the locals were interested. And hiding behind fences. The soldiers of the battalion "Kerch" loved just like that, for fun, to shoot over their heads. Some “militia” took pity: “I remember this guy. He was given a choice: fight with us or ... (pause) dig trenches for a long time. Then they began to lie about the mortar attack, in which all the "robocops" (as the prisoners were called) fled.

Russian citizenship helped the mother get through to an appointment with Zakharchenko. He promised to help. Soon Chubenko was informed: unfortunately, Stepan is no longer among the living. The members of the firing squad were identified. The youth's passport was returned. They said that he was accused of being associated with the "Right Sector" [ from the editor: the organization was recognized as extremist and banned in Russia] and that he burned people in the Odessa House of Trade Unions ...

I'm watching a pre-war video. Styopa walks at the head of a small group of football fans with blue and yellow flags. Faces are covered with scarves or medical masks, like the guys on the Maidan in Kyiv. They chant “Kramatorsk tse Ukraine!”, “Glory to the heroes!”. Between them and passers-by is not a street, but an abyss ... It is useless to convince and argue. During shelling, he helps elderly neighbors down into the basement-bomb shelter.

The mother is trying to separate the war from the son. He goes with him to Russia, to put in order the grandmother's grave. Stepan can’t stand it, he returns before the deadline: “I’m not a rat to hide. Ukraine is in danger!” A risky confession in a city where even some teachers from their home school were campaigning for a separatist referendum.

Stalina has a folder with appeals to various authorities, which help her to make sure that the killers are brought to justice. Still wants to look them in the eye. She achieved the almost impossible - official certificates from the State Border Committee of Ukraine and from a similar Russian department. The dates of crossing the state Russian-Ukrainian border "there" and "back" exclude the very possibility of Stepan Chubenko visiting Odessa on the day of the well-known tragedy. General Antyufeev, who portrayed in the "DPR" the Deputy Prime Minister for work with the power bloc, the head of the military police Anosov, the then Minister of Defense Strelkov, Deputy Minister of Defense Berezin did not give answers to his mother's letters.

The Ukrainian Ombudsman Lutkovskaya is also silent. The trial of “correspondence students” Pogodin, Moskalev and Sukhomlinov in the city of Toretsk (according to the law, the process is carried out in a place as close as possible to where the crime was committed) has been in an inactive phase for two years. Meetings are constantly canceled: either the judge is in the deliberation room on another case, or the prosecutor did not come, or the defendants' lawyers.

From the office of the Prosecutor General of the Russian Federation Chaika (Chubenko wrote Stalin there in 2015), an explanation was received regarding the extradition. According to the law, a private person, that is, the mother of a murdered person, cannot be extradited an accused person who was detained through Interpol, and the Prosecutor General's Office of Ukraine had not yet applied on this issue. In the second appeal (dated 07/17/2017), Chubenko reminded: Moskalev, who was detained in Russia, has already been released, Pogodin, who is now in the Simferopol pre-trial detention center, is also being bothered. The answer has not yet come.

Colleagues of "Kerch" recorded several video messages in which they stated that Pogodin was awaiting trial for being a militia. The name of Stepan Chubenko was not mentioned by anyone.

A call not to extradite "Kerch" was made by former minister Defense "DPR" Igor Strelkov. After his appeal, a number of Crimean and federal media published materials with a common message: the “hero of Novorossiya” should not be extradited. The State Duma of the Russian Federation joined in: deputies Dmitry Belik and Sergey Shargunov said they would do everything possible so that the “defender of Donbass” did not end up in the hands of Kyiv. And on July 17, the head of the Union of Volunteers of Donbass, Alexander Boroday, in an interview with the Novorossiya news agency, said that the extradition of Vadim Pogodin to Ukraine would not take place.

...Together with Stalin, I went to the Kramatorsk city prosecutor's office. We were received by First Deputy Prosecutor Yaroslav Kosenkov and rightly reminded me as a journalist: he has no right to give any comments, all through the press service.

After Stalin’s visit, she returned home and posted on Facebook an open appeal to the authorities and society: “A package of materials has been prepared in the city prosecutor’s office of Kramatorsk, on the basis of which it is necessary to request the extradition of Pogodin to Ukraine, but so far the prosecutor’s office of Kramatorsk has not received an official appeal from the Prosecutor General’s Office of Ukraine, as required by the procedure. Accordingly, the Prosecutor General's Office of Ukraine has not yet applied to the Crimean authorities on the issue of extradition. I believe that the problem is that in the official request, the GPU does not know how to name the occupying authorities of Crimea, which they should contact. But I am sure that this cannot be a reason for the work done by the investigators to turn out to be in vain and for justice not to prevail ... If the necessary actions are not reproduced within a day, I will be forced to turn to the Ukrainian and foreign press and start protest action near the walls of the General Prosecutor's Office.

Last Friday, Deputy Prosecutor General of Ukraine Yevgeny Enin publicly announced that he had applied to the Prosecutor General's Office of the Russian Federation with a request to extradite Vadim Pogodin, who brutally murdered Styopa Chubenko. Most of Vadim Pogodin's associates, having heard the name of Chubenko, refuse to communicate. Some immediately hang up, others call the case “fictitious”, say that it is possible to judge “Kerch” in Russia, and then they say goodbye.

State Duma deputy Dmitry Belik forwarded to the editorial office a response from the Russian Ministry of Internal Affairs to his appeal in defense of Pogodin: “In the database of the General Secretariat of Interpol, a citizen of Ukraine Vadim Pogodin, 01/16/1971, has been on the wanted list since 2015 for the purpose of arrest and extradition at the initiative of law enforcement authorities of Ukraine for committing a murder in July 2014.

At present, the Prosecutor General's Office Russian Federation an extradition check is underway in the case of Pogodin.

Novaya Gazeta applied to the prosecutor's office with a request to allow our correspondent to have a short meeting with Vadim Pogodin in order to find out his position on the charges. Until now (the appeal was filed on July 18) the issue is under consideration.

Someone may refer to the fact that the Donetsk region has always been the most criminal region of Ukraine. There is some truth in this: in terms of the number of serious crimes, primarily intentional murders and robberies, the Donetsk region was far ahead of other regions (both in absolute numbers and in relation to the population). Law enforcement officers in last years reported a decrease in crime: if in 2010 357 murders were reported, and in 2011 about , then in 2012 only 292 murders were officially registered, and in 2013 - , but this was still more than in any of the other areas.

In other words, crime in the Donetsk region has always been high, and yet it is incomparable with the current level. As we can see, according to the statistics of the Ukrainian police, in the Donetsk region before the war there was less than 1 murder per day. Since the DPR is only part of the Donetsk region, killings should occur even less often there (especially given the decline in population due to the mass departure of civilians). But judging by the opened documents, we see the opposite - from 1 to 9 murders occur daily (about 3 on average), all this, not counting the missing and found corpses, where the cause of death could not be established. Thus, the statistics on serious crimes has increased several times. It is also important what exactly these crimes are. Abduction of people in broad daylight by people in camouflage uniforms, rape of children, robbery attacks (again - in daylight in crowded places). Crimes have become more cynical and open.

This trend is not surprising, given how many people with a criminal record are in the camp of the militias. It becomes even less surprising given the fact that these individuals occupy significant positions in the government. So, for example, in May, Colonel Sergei Velikorodny, a Russian hiding from the investigation and accused of committing a crime under Article 159 Part 4 of the Criminal Code of the Russian Federation, became the Deputy Minister of Defense of the DPR. Immediately after this became known, the Moscow police department removed information about his search from its website. And indeed, how can you look for someone whose location is well known.

In the unrecognized republic, the process of replacing the leaders of the "wave of 2014" with officials with experience, who in the pre-war period were closely associated with the Party of Regions or have family ties with top officials, has begun.

Assistant to the President of Russia Vladislav Surkov has long been considered the main curator of the militants in Donbass. However, in early November 2015, information appeared in the information space of the separatists that those responsible for economic and ideological issues in the self-proclaimed “republics” were withdrawn from Donetsk and returned to Moscow. Former militant of the "DPR army" Alexander Zhuchkovsky, who is now supplying "militias" to the front and is well aware of the "imperious" vicissitudes in the "DPR", wrote the following on his Facebook page:

The latter explained his resignation by saying that the “DPR” should be led not by a “native Muscovite”, but by a “native Donetsk resident”, such as Zakharchenko.

“I am not leaving the Republic. I will take the post of general adviser to the prime minister in the status of deputy prime minister, ”he said at a press conference. True, since then, Borodai has not been seen on the territory of the “DPR”.

In November 2014, Zakharchenko was elected "Head of the Donetsk People's Republic".

According to the Russian newspaper Novaya Gazeta, today the head of the “DPR” has approximately four to five thousand fighters, and also controls most of the liquid assets of Donetsk and adjacent cities. The newspaper found out that Zakharchenko was also involved in marketing oil products, where until recently the decisive word belonged to Sergei Kurchenko, one of the oligarchs close to Alexander Yanukovych.

In addition to Zakharchenko, Maxim Leshchenko, the head of the “head office of the head of the DPR”, is also at the helm of the “DPR”. In any case, Alexander Khodakovsky, a well-known militant and creator of the Vostok battalion, is sure of this. On March 5, 2016, in his LiveJournal blog, he called Leshchenko "the shadow head of the republic" and Rinat Akhmetov's protégé.

Unlike Alexander Zakharchenko, Denis Pushilinne has his own army, and the attitude towards him in the ranks of the militants is ambiguous. Despite this, he manages to occupy a prominent place in the separatist hierarchy as the chairman of the “People’s Council of the DPR”, which, based on the “constitution of the republic”, is the representative and sole legislative body of the “state power”.

Pushilin took office thanks to a "coup d'état in the republic" - this is how the separatist media described the forced resignation of Andrei Purgin, who headed the "People's Council" before Pushilin. By the way, Purgin was dismissed in a rather strange way: on September 4, 2015, at an extraordinary session of the so-called “People’s Council of the DPR”, convened on the initiative of Alexander Zakharchenko, he was removed from his post by 60 votes. Some of the “deputies” supporting Purgin were removed from voting, and his wife was detained “for a conversation”.

Most likely, such a reshuffle occurred due to the struggle for power between the above-mentioned curators of the "DPR" Surkov and Volodin. OstroV's sources reported that Denis Pushilin was always considered a person from the zone of influence of Vladislav Surkov, and Purgin was Volodin's favorite.

The chairman of the "Council of Ministers" is the "head" of the "DPR" Alexander Zakharchenko. Since October 2015, Dmitry Kovyrshin has been in charge of the apparatus of the “department”. In 2004, after the first Maidan in Kyiv, he was one of the organizers of the Anti-Maidan movement in Donetsk. In 2006, he worked as a merchandiser in the sales department of the Artyomovsk Champagne Winery. When the "DPR" militants occupied Donetsk, he became the commander of a platoon of armored vehicles of the "Republican Guard". Later he was elected a deputy of the "People's Council of the DPR".

"Minister of Finance" - Ekaterina Matyushchenko. One of the few who has been a member of the “DPR” government from the first day of its existence, i.e. since May 16, 2014. Even at the beginning of the military conflict in Donbass, she issued legal acts on behalf of the illegitimate “Ministry of Finance”, and also organized the collection and receipt of material assistance for the militants of the “republics”.

The Ministry of Information is headed by Elena Nikitina, a relative of Denis Pushilin (his father's sister). According to OstroV's sources, Nikitina was involved in the dismissal of the speaker of the "DPR parliament" Andrei Purgin and lobbied her nephew, thanks to a massive information support in the media controlled by it. Nikitina also made herself known by accusing Ukrainian journalists of “igniting war in Donbass,” and then promising them “her own Nuremberg Tribunal.”

Former "People's Mayor" of Slavyansk Vladimir Pavlenko took the chair of the "Minister state security» December 14, 2015, replacing Sergei Lukashevich. Before the war, Pavlenko served as head of the Department of Labor and Social Protection of the Population of the Slavic City Council and was a close associate of the odious Nelya Shtepa.
